Património cultural e investimento público na região centro de Portugal: estudo de caso dos monumentos património da humanidade

Abstract

No âmbito dos períodos de programação comunitários, no contexto da região Centro de Portugal, destacamos as iniciativas apoiadas por fundos comunitários, entre 1994 e 1999, que procuraram responder às preocupações europeias de coesão territorial, em particular de valorização do património cultural e turístico existente na região. No passado recente, no contexto Quadro Comunitário de Apoio designado de MaisCentro (2007-2013) identificamos, inclusivamente, o apoio a programas de ação vocacionados para a promoção e valorização do património classificados pela UNESCO (United Nations Educational, Scientific and Cultural Organization). Estes programas incluíram projetos, materiais e imateriais, de dinamização da rede de Mosteiros Património da Humanidade de Portugal, onde se inclui o Mosteiro de Santa Maria de Alcobaça, o Mosteiro de Santa Maria da Vitória da Batalha, o Convento de Cristo de Tomar. Na atualidade, no âmbito do período de programação comunitária 2014-2020, encontram-se também previstos apoios financeiros para os investimentos em património cultural que visem promover a respetiva conservação e valorização, enquanto instrumento de sustentabilidade dos territórios e da sua valorização turística. Como prioridades no Programa Operacional Regional do Centro designado de Centro 2020, foram definidas com o estratégicas a valorização turística de Monumentos Nacionais, incluindo os que se encontram na lista do Património Mundial (UNESCO) e o contributo para a dinamização económica local, através da criação de emprego, de riqueza e da programação cultural em rede. As entidades beneficiárias aos fundos comunitários neste âmbito são os municípios, as Comunidades Intermunicipais, a Direção-Geral do Património Cultural, a Direção Regional de Cultura do Centro, entre entidades promotoras. A presente comunicação procura identificar, na região Centro de Portugal, os investimentos já realizados, os projetos a realizar e a sua relação com a atratividade da região, a dinamização económica e turística, a diminuição das assimetrias, o reforço da coesão territorial, bem como a salvaguarda e promoção do património histórico e cultural com elevado interesse turístico (incluindo aquele que já é Património Reconhecido pela UNESCO) e identitário.

In the scope of the European Community programming periods, in the context of the central region of Portugal, we can highlight the initiatives supported by Community funds between 1994 and 1999, which sought to respond to the European concerns of territorial cohesion, in particular the valorisation of the cultural and tourist heritage of the region. In the recent past, in the context of the Community Support Framework designated MaisCentro (2007- 2013), we have also identified support for action programs for the promotion and enhancement of heritage classified by UNESCO (United Nations Educational, Scientific and Cultural Organization). These programs included material and immaterial project s, to revitalize the Portuguese monasteries classified as UNESCO W orld Heritage, including the Monastery of Santa Maria de Alcobaça, the Monastery of Santa Maria da Vitoria da Batalha and the Convent of Christ of Tomar. Currently, in the framework of the 2014-2020 Community programming period, financial support is also provided for investments in cultural heritage aimed at promoting the conservation and enhancement of the cultural heritage as an instrument for the sustainability of the territories and their tourist value. In the aim of “Centre Regional Operational Program”, designated as Centro 2020, the valorisation of National Monuments inscribed in the World Heritage List (UNESCO) and National Monuments were defined as strategic priorities, with their contribution to the local economic dynamism through the creation of employment, wealth and cultural programming network. The beneficiaries of Community funds in this area are the munici palities, the Intermunicipal Communities, the General Directorate of Cultural Heritage, the Regional Directorate of Culture of the Centre, among promoters. This Communication seeks to identify, in the Central region of Portugal, the investments already made and the projects to be carried out and their relationship with the attractiveness of the region, the economic and tourist dynamism, the reduction of asymmetries and the strengthening of territorial cohesion, as well as the protection and promotion of historical and cultural heritage with a high to uristic relevance (including those that are already UNESCO World) and identity.
