Pensar a Europa como democracia…

Abstract

The European issue today resembles the Pandora’s box, unpredictable and subject to greater uncertainties and contradictory judgments. We know the myth connected with this mythological artifact that, once opened, invaded the world with evils, preserving only a small spark of hope, which would allow us to perfect human nature by dealing with the elements that lead the tragedy. The European Union is at a decisive crossroads. We are, however, suffering from the lack of ambition of the main European rulers in defining our common future. Contrary to many people’s beliefs, the fundamental problem of the European Union is whether or not it has the capacity to create a political Union that has a voice and is respected in the international order. It is not the end of the nation-state, but the end of a closed and absolute conception of the state. Anti-European speech will use false arguments that have nothing to do with where we are, but with the point where we have come. It is therefore necessary to use the correct arguments and refuse the demagogy of dreaming with national sovereignties that no longer exist.

A questão europeia assemelha-se hoje à caixa de Pandora, imprevisível e sujeita às maiores incertezas e a juízos contraditórios. Conhecemos o mito ligado a esse artefacto mitológico que, uma vez aberto, invadiu de males o mundo, preservando apenas uma pequena centelha de esperança, que permitiria aperfeiçoar a natureza humana lidando com os elementos condutores da tragédia. A União Europeia está numa encruzilhada decisiva. Estamos, no entanto, a sofrer da falta de ambição dos principais governantes europeus no tocante à definição do nosso futuro comum. Ao contrário do que muitos pensam, o problema fundamental da União Europeia reside em ter ou não capacidade para criar uma União política que tenha voz e seja respeitada na ordem internacional. Não está em causa o fim do Estado-nação, mas sim o termo de uma conceção fechada e absoluta do Estado. O discurso antieuropeísta usará falsos argumentos que nada têm a ver com o ponto em que estamos, mas com o ponto donde vimos. É preciso, por isso, usar os argumentos corretos e recusar a demagogia de sonhar com soberanias nacionais que já não existem.
