Estratégia multilateral portuguesa na ordem global

Abstract

the chapter argues that Portugal perceives itself as having a European, Atlantic and Lusophone identity and a universalist vocation. Its identity is embodied in the three great geopolitical spaces that it integrates – European Union, North Atlantic Treaty Organisation and Community of Portuguese-speaking Countries – and the universalist vocation comes from its historical past (imperial and overseas) and has a reflection in the diaspora. Portuguese foreign policy is consistent with these pillars, favouring multilateralism as a way of insertion in the international system that is increasingly globalised. A departure of the United Kingdom from the European Union and United States growing unilateralism, as dictated by the Trump Administration, are new challenges facing Portugal, a traditional ally of the two Western powers.

Portugal tem uma identidade europeia, atlântica e lusófona e uma vocação universalista. A sua identidade materializa-se nos três grandes espaços geopolíticos que integra – União Europeia, Organização do Tratado do Atlântico Norte e Comunidade de Países de Língua Portuguesa – e a vocação universalista advém do seu passado histórico (imperial e ultramarino) e tem reflexo na diáspora. A política externa portuguesa é coerente com esses pilares, favorecendo o multilateralismo como forma de inserção no sistema internacional que se apresenta crescentemente globalizado. Uma saída do Reino Unido da União Europeia e o unilateralismo norte-americano, ditado pela Administração Trump, são desafios novos que se colocam a Portugal, tradicional aliado das duas potências ocidentais.
