Encontro de agendas na ONU: segurança, direitos humanos e infância

Abstract

The chapter analyses the intersection of international security, human rights and childhood agendas in the context of the United Nations system. It addresses the development of these three areas, the rules that are produced within their scope, and how the security and human rights norms have opened room for the development of common expectations and practices regarding the protection of children. The chapter argues that the post-Cold War transformations have made possible the inclusion of child protection practices in the international political agenda, precisely at the intersection between these policies, whose goal is to promote both international security and human rights.

O capítulo discute o encontro das agendas de segurança internacional, direitos humanos e infância na Organização das Nações Unidas. O texto analisa a história do desenvolvimento desses campos, as regras produzidas no seu âmbito e como as normas de segurança e direitos humanos permitem o desenvolvimento de expectativas comuns e regras em relação à proteção da infância. O capítulo avança o argumento que as transformações ocorridas no pós-Guerra Fria abriram espaço para inclusão da proteção infantil na agenda internacional, na interseção entre as políticas voltadas à promoção da segurança internacional e dos direitos humanos.
