Soluções holísticas para a nova conflitualidade

Abstract

Threats and Risks must be analyzed as a whole. It is not common to face just one threat or risk. Organized crime, terrorism and fragile States can be fuelled by heavy droughts or movement of refugees. We must study the problem in a comprehensive way and, as a consequence, to develop solutions that are global and holistic. There is only one way to face the XXIst Century challenges, from threats and risks to planning and execution of solutions, in a vast holistic vision.

Ameaças e riscos têm se der analisados no seu conjunto. Raramente nos defrontamos com apenas uma ameaça ou um risco. Criminalidade organizada, terrorismo e Estados fragilizados podem ser influenciados por secas e movimentos de refugiados. Temos de estudar o problema de forma holística e, em consequência, de buscar soluções abrangentes, globais e holísticas. Apenas assim se podem entender os desafios do Século XXI, das ameaças e riscos ao planeamento e execução de soluções, através de uma ampla visão holística.
