(Des)obedecer e mandar: dinâmicas de poder na administração financeira municipal do Porto: (século XVIII)

Abstract

This paper is part of a larger study of the evolution of the municipal finances of Porto, between the reigns of kings João V and José. Issues arising from the exercise of power play a significant role in that study, as well as the dichotomy between norm and practice, topics that will be explored in this paper. A methodological approach based on the functional organic of the municipal finances of Porto, by accounting and its management, is adopted, defining the financial structure (anatomy) and its functioning (physiology). This methodology allows the evaluation of the administrative and financial autonomy of the municipality through the interference of the Crown in the municipal finances (inspection performed by the Crown’s agents, legislation and requests of local funds for central expenses). Thus, power discourses and arguments, resulting from that interference, are assessed from the reaction of the municipal administration, with specific examples in the local context.

O presente texto enquadra-se num estudo mais alargado da evolução das finanças municipais do Porto, entre os reinados de D. João V e de D. José. As questões de exercício de poder assumem um papel de destaque naquele estudo, assim como a dicotomia entre norma e prática, linhas de análise a serem exploradas neste artigo. Adota-se uma abordagem metodológica baseada na orgânica funcional das finanças municipais do Porto, por contabilidade e sua gestão, de definição da estrutura financeira (anatomia) e respetivo funcionamento (fisiologia). A aplicação desta metodologia permite a avaliação da autonomia administrativo-financeira do município através da interferência da Coroa nas finanças municipais (fiscalização executada pelos agentes da Coroa às contas municipais, legislação e requerimentos de verbas locais para despesas centrais). Assim, aferem-se discursos de poder e argumentos a eles inerentes, resultantes daquela interferência, partindo da reação da administração municipal, com exemplos concretos no contexto da realidade local.
