Abstract: O artigo analisa os fundamentos doutrinários do ataque ao Estado Social, apresentado como um resultado do custo orçamental democraticamente desproporcionado quando os dados demonstram tratar-se de uma expressão e resposta ao défice democrático, particularmente em países da periferia europeia. A análise do papel de Hayek e dos ordoliberais alemães na construção europeia sublinha a vertente estatista e instrumentalista destas correntes de pensamento, que dominam a construção institucional e política da União Europeia, e portanto o contexto desse ataque estratégico ao Estado Social.
L’article analyse les fondements doctrinaires de l’attaque à l’Etat Social, présentée comme le résultat du coût budgétaire démocratiquement disproportionné lorsque les données montrent qu’il s’agit d’une expression et d’une réponse au déficit démocratique, notamment dans des pays de la périphérie européenne. L’analyse du rôle de Hayek et des ordolibéraux allemands dans la construction européenne souligne le volet étatique et instrumentaliste de ces courants de pensée, qui dominent la construction institutionnelle et politique de l’Union Européenne, et donc le contexte de cette attaque stratégique à l’Etat Social.
This paper analyses the doctrinal assumptions of the attack against the Welfare State, held as the outcome of the democratically disproportionate fiscal cost, whereas figures indicate that it is the expression and response to democratic deficit, particularly in the outer regions of Europe. The study of the part played by Hayek and the German ordoliberals in the European construction underscores the statist and instrumentalist dimension of these lines of thought, which dominate the institutional and political seguconstruction of the European Union, and consequently the context of such a strategic attack against the Welfare State.
