As relações entre Portugal e Timor-Leste: da descolonização aos desafios no pós-intervencionismo

Abstract

This chapter analyses the challenges ahead in relations between Portugal and Timor-Leste, after the UN interventionist period. Throughout a historical analysis, which starts with the complex Portuguese decolonization process that begun in 1974, through the reaffirmation, internationally, of Timor-Leste’s right to self-determination by Portugal, following the Indonesian invasion, we seek to demonstrate how Portugal became engaged in the Timorese question, from the 1999 referendum until the end of the UN presence. Focusing on the language issue and the CPLP’s role (Community of Portuguese Language Speaking Countries) as an integrative organization of countries that share the same official language, we argue that the future relationship between Portugal and Timor-Leste should be focused on the deepening of shared linguistic bonds. The CPLP should become a platform for interaction and cooperation, replacing the traditional Portuguese bilateral approach for a multilateral strategy.

Este capítulo aborda os desafios futuros da relação entre Portugal e Timor-Leste, no período pós-intervencionista da ONU. Através de uma análise histórica, que principia com o complexo processo de descolonização português, iniciado em 1974, até à reafirmação internacional portuguesa, no seio da comunidade internacional, do direito à autodeterminação do povo de Timor-Leste, após a invasão Indonésia, este trabalho procura expor de que forma Portugal se empenhou na questão timorense após o referendo de 1999 e até à saída da ONU. Através de um enfoque centrado na questão da língua, e no papel da CPLP (Comunidade dos Países de Língua Portuguesa) como organização integradora de países de língua oficial portuguesa, este capítulo argumenta que a relação futura entre Portugal e Timor-Leste deve passar pelo aprofundamento dos laços linguísticos entre ambos, utilizando a CPLP como plataforma de interação e cooperação, substituindo a abordagem portuguesa bilateral por uma estratégia multilateral.
