A construção da paz em Timor-Leste: uma visão crítica

Abstract

Analyzing the United Nations’ (UN) engagement in peacebuilding and post-conflict reconstruction processes, one of the most emblematic cases is precisely the case of Timor-Leste. Timor-Leste was object of five peace operations and two international interventions. Moreover, while analyzing the depth and the scope of the activities on the ground, Timor-Leste clearly stands out from other post-conflict scenarios. After all, there is no other place with such a number of peace operations or with the depth of the engagement that the UN had with Timor-Leste. It is precisely because of this that Timor-Leste is a paradigmatic case for the development of a critical analysis with regard to the post-conflict reconstruction process carried out by the UN. The chapter brings a critical analysis of the peacebuilding process carried out by the UN in Timor-Leste by discussing the fundamental fragilities of this process. In this sense, initially the chapter delineates the UN peace operations deployed to the country. Then, the chapter discusses some of the structural limitations of the UN engagement. It focuses essentially on three axes: (1) the structuring characteristics of the UN engagement with Timor-Leste; (2) structural limitations of the UN (re)construction process; and (3) the negligence of fundamental layers of the Timorese reality during this process. Due to the deep UN engagement with Timor-Leste, and the constant presentation of the country, by the UN, as a successful case, it is precisely the critical analysis of this engagement that allows not only the evincing of major limits, but also the opening of new avenues for rethinking and eventually modifying lines of action.

Ao analisarmos o envolvimento das Nações Unidas (ONU) em processos de construção da paz e de (re)construção pós-conflito, um dos casos mais emblemáticos é precisamente o caso de Timor-Leste. Timor-Leste foi objeto de cinco operações de paz e de duas intervenções internacionais. Além disso, ao se analisar a profundidade e o escopo das atividades realidades no terreno, Timor-Leste claramente destaca-se dos demais cenários pós-conflito. Afinal de contas, não há outro local com tal número de operações de paz, nem com a profundidade de envolvimento que a ONU teve com Timor-Leste. É precisamente por isso que Timor-Leste é um caso paradigmático para o desenvolvimento de uma análise rigorosa relativamente ao processo de reconstrução pós-bélica levado a cabo pela ONU, sobretudo uma análise crítica do mesmo. Esse é o objetivo central desse capítulo. Este prossegue uma análise crítica do processo de construção da paz levado a cabo pela ONU em Timor-Leste ao discutir as fragilidades fundamentais do mesmo. Nesse sentido, inicialmente o capítulo delineia as operações de paz da ONU direcionadas ao país. Posteriormente, o capítulo discute algumas das deficiências estruturais do envolvimento da ONU. Desse modo, o capítulo foca-se essencialmente em três eixos: (1) caraterísticas estruturantes do engajamento da ONU com Timor-Leste; (2) limitações estruturais do processo de (re)construção onusiano; e (3) negligência de camadas fundamentais da realidade timorense durante esse processo. Dado o profundo envolvimento da ONU em Timor-Leste, e a constante apresentação do mesmo, por parte da ONU, como um caso de sucesso, é precisamente a análise crítica desse envolvimento que permite não somente evidenciar as principais deficiências desse processo, como, principalmente, abrir caminho para o seu repensar e modificação.
